The President of the UN-proposed Presidential Council, Fayez Serraj, made an official visit to the Netherlands, accompanied by his Foreign Minister, Mohamed Sayala. They both visited the port of Rotterdam, which is the largest in Europe. It was agreed that cooperation would be the way to take advantage of the Dutch expertise to support Libyan ports and raise their capacity to reach international standards.

The Libyan delegation met with a number of managers of Dutch companies whose specialties varied between maritime transport, port management, energy and education, and the health care field. The delegation also discussed how to intensify trade relations between Libya and Holland in the future.
