Former US envoy to Libya Jonathan Winer has called for the need to remove armed groups from the scene and establish a regular army within a constitutional framework.

Winer said in an interview with KCBS Radio on Friday that the UN action plan is the only way out of the Libyan crisis.

"The democratic transition is a difficult process and the Libyans are the only ones who could bypass this stage through consensus," Winer explained, stressing that the danger of ISIS still exists despite its defeat in Sirte, calling on all parties to unite their efforts to fight terrorism.
