Member of the High Council of State Musa Faraj said that the decision of the Governor of the Central Bank of Libya Siddik Elkabir to stop all expenditures except for salaries and subsidies, is an excuse to share the blame for what was stated in the report of the Audit Bureau, pointing out that Elkabir does not have the right to make such decision.

"The Governor of the Central Bank of Libya is governed by a law that defines its functions in the management of cash in accordance with the legislation issued by the state and therefore the state is the one empowered to make decisions concerning the disbursement and payment holds," Faraj explained in a press statement, adding that the funds are spent under procedures according to the law.
