Human Rights Watch accused the Libyan authorities of failing to provide adequate compensation and support for reconstruction a year after the flood disaster that destroyed the city of Derna.

A statement by the organization added that armed groups have not yet been held accountable for their failure to respond to the emergency, which prevented people from seeking safety before the floods occurred.

The statement indicated that survivors of the flood explained to Human Rights Watch the impact of the orders to stay in their homes, and the severe obstacles to obtaining any government support after losing their livelihoods, according to the statement.

It quoted a resident of the valley as saying that a group affiliated with Haftar ordered his family to stay at home on the day of the flood, which caused the death of two of his children in the tragedy.
