The Italian Foreign Minister, Angelino Alfano confirmed his country's determination to improve the living conditions of migrants by funding offers for cooperation with NGOs and starting with Libyan shelters.

Alfano also stated while presenting an annual report for the World Food Program that Italy has raised its annual humanitarian budget to 121 million euros, adding that "human rights are not negotiable”.
