The House of Representatives (HoR) has called its members to attend a session at their headquarters in the city of Tobruk. The meeting, set for Monday and Tuesday according to a statement issued by the presidency of the HoR on Friday, will discuss the amendment of the constitutional declaration and the referendum law on the draft constitution. The statement also mentions Mohamed Shukri, who was previously voted for by the HoR as the new Governor of the Central Bank of Libya, stating that the MPs will swear him in so that he begins work in his new position. It is worth noting that the appointment of Shukri by the House of Representatives has been met with objections at various national and international levels as it is stipulated by the Libyan Political Agreement that such positions cannot be offered or changed without the agreement of both the HoR and the High Council of state.

The Fuel and Gas Crisis Committee of Brega Oil Marketing Company held a meeting on Thursday evening with the mayors of southern municipalities and the security room in the region of Murzuk basin in the south of the country. Those present at the meeting discussed the situation regarding the lack of fuel in the south and ways to solve these problems, especially the deteriorating security situation and fuel smuggling to neighboring countries. They agreed that fuel supplies to petrol filling stations will be slashed, reducing the quantity to 650 thousand liters of fuel instead of about 1.5 million liters to curb fuel smuggling.

The Sudanese Embassy in Tripoli called on their citizens not to travel to Libya except through legitimate official means and procedures, and to enter through the official ports in order to preserve their lives and safety and not to fall into the clutches of human trafficking gangs. The embassy advised their citizens to be cautious while traveling inside Libya, urging them to notify the embassy or Libyan authorities in the event of one Sudanese was kidnapped by gangs. It is worth noting that the authorities in Libya were able to free 8 abductees from Sudan in the area of Qadahiyah, near Sirte on Wednesday. Those kidnapped were abducted and tortured before being freed.

The Illegal Immigration Agency in Tripoli has repatriated 154 illegal immigrants under the voluntary repatriation program to their respective African countries. According to the agency's page on Facebook on Thursday, the immigrants’ nationalities are from Mali and Togo, and were repatriated from the Mitiga International Airport under the auspices of the International Organization for Migration. The agency has repatriated more than 200 illegal immigrants during January.

The head of the committee to amend the Libyan Political Agreement (LPA) in the High Council of State (HCS), Musa Faraj, said he will hold meetings with members of the HCS on Sunday to reach a final formula on the mechanism for the selection of the new Presidential Council. Faraj revealed, in a statement to the Italian news agency AKI, that there will be another meeting next weekend between the UN envoy to Libya, Ghassan Salame, and the head of the committee to amend the LPA in the House of Representatives, Abdul-Salam Nasia, to discuss the appropriate formula that should satisfy both parties on how to choose the Presidential Council. Faraj stated that the meeting of last Thursday with Salame and Nasia discussed the mechanism of choosing the Presidential Council because it was the point where members of the two dialogue committees stopped in Tunisia, after the House of Representatives was previously determined to choose the Presidential Council unilaterally, while the HCS demands their participation in the process.

The Minister of Interior, Arif Khoja, has issued a decision on the establishment of the Tawergha Security Directorate, with its administrative borders being the borders of the town of Tawergha. The Local Council of Tawergha congratulated the town's residents on this step in order to prepare the town to receive its people in the best conditions, especially on the security levels. Khoja called on Tawerghan youth to join the ranks of the new security force. Also in the city, maintenance work and the removal of earth mounds to reopen roads was carried out after the visit of the Minister of Local Government on Wednesday accompanied by the Director of the Misrata General Services Company and representatives of the Misrata-Tawergha Agreement Committee.

The World Health Organization (WHO) said on Friday that humanitarian needs for health facilities were provided to the city of Benghazi after the two car bomb explosions. The WHO stated in a post on the United Nations Support Mission in Libya official website that after the deadly explosion, its staff focal points arrived at the scene and began supporting Benghazi health authorities to treat the wounded. The organization strongly condemned the double bombings in the Salmani district of Benghazi, which resulted in the death and injury of many civilians, offering condolences to the families of the victims and renewing their humanitarian commitment to support Libyans all over the country.

The National Oil Corporation (NOC) has set up an air bridge to transport the wounded in Benghazi double car bomb blasts to receive treatment abroad. The NOC announced in a statement that it will to use all company means and take all measures to facilitate the transfer of more than 100 injured for treatment abroad. The NOC is also continuing to work on the transfer of others to receive treatment in Tunisia and has already seen a group sent to Egypt. Benghazi witnessed two car bomb blasts near Bayait Radwan mosque in the Salmani district in central Benghazi on Tuesday, killing 34 people and wounding more than 87 others.
