The Italian Foreign Minister, Angelino Alfano, arrived in Tripoli Thursday and met with the Head of the UN-proposed Presidential Council (PC), Fayez Al-Sirraj and other officials including the Libyan foreign Minister, Mohammed Sayala.

The National Oil Corporation (NOC) has allocated a number of sites to Zalaf Oil & Gas Exploration and Production Company to begin oil exploration. On its website, the NOC said that during the meeting of the Chairman of the National Oil Corporation Mustafa Sanallah with the chairman of Zalaf management committee, Khalifa Rajab, on Tuesday, other undeveloped oilfields were placed at the company's disposal, which includes sedimentary basins in Murzuk, Ghadames, and Sirte.

The Italian President Sergio Mattarella has declared that his country is working to establish a real government in Libya, which has the authority and controls the entire Libyan territory in an effective and smooth way. He said that his country is doing its part along with the European Union and the United Nations who are working in a difficult and stressful situation, but at the same time is possible to achieve. "The Libyan people have every right to use the resources of their wealth to live in prosperity," he indicated, adding "the crisis in Libya is caused by the absence of a strong government”.

The Joint Drafting Committees of the House of Representatives (HoR) and the High Council of State (HCS) held a second meeting on Wednesday at the headquarters of the United Nations Mission in Tunis. On its website, the UNSMIL stated that the two sides discussed the articles of the political agreement relating to the restructure and the powers of the Presidential Council and the Government of National Accord. The Special Representative of the Secretary-General in Libya, Ghassan Salame participated in the meeting.

The head of the Audit Bureau, Khaled Shukshuk, met Wednesday with the member of the Presidential Council, Mohamed Ammari, and the Minister of Communications, Mohammad Maatouq, to deliberate on the construction of the Tripoli International Airport terminal. The Audit Bureau said that the participants in the meeting agreed that the Planning Ministry will distribute the financial appropriations for the project while the Ministry of Finance will provide the required financial coverage and supplements.

The Chairman of the Relief Committee for Derna, established by the High Council of State (HCS), Abdul Rahman Al-Shater, has announced the launch of a relief campaign to send aid to the besieged citizens of Derna. In a statement on Wednesday, Al-Shater called on the Presidential Council and all ministries and civil society organizations to cooperate with the Committee in supporting the city, urging the Foreign Ministry to communicate with the international community in order to provide political and material support to alleviate the human suffering of Derna.

A training workshop on the international protection of migrants, which was launched on 25 September in Tripoli, was concluded on Wednesday. The workshop organized by the Arkan Foundation for Development in cooperation with the International Organization for Migration (IOM) targeted civil society organizations and activists working in the field of migration and asylum. Issues related to migration in Libya were discussed during the workshop to publicize and identify the varieties of migration, the legal system of migration in Libya and the international framework for regulating the conditions of immigrants, and migration in Islam, as well as several visual presentations by the participants.

Tripoli-based Al-Ittihad and Al-Ahli handball clubs will participate in the 39th African Handball Champions League, scheduled to take place in Hammamet, Tunisia on October 30. 14 clubs from 10 African countries will take part in the tournament. The competing clubs have been divided into three groups. The draw, which was held on Monday, placed Al-Ittihad in the second group with Zamalek of Egypt, Morocco’s Widad Smara, Red Star from Ivory Coast, and Phoenix from Gabon. While Al-Ahli came in the third group with Hammamet Club of Tunisia, Al-Ahli from Egypt, Vines from Cameroon, and Heritage from Congo.

The Tripoli-based Minister of Education of Presidential Council, Osman Abdul-Jalil, said in a statement that the purpose of delaying the start of the new school year to mid-October was to coincide with the date set by the Interim Government in the eastern part of the country. Abdul-Jalil pointed out that the aim of the delay is to unite the educational process inside the country and to exclude it from all political strife.

The Deputy Minister of Interior, Abdul Salam Ashour, met on Wednesday with the military and security adviser of the United Nations Support Mission in Libya, Lieutenant-General Paolo Serra. According to the Ministry of Interior’s Information Office, the meeting discussed several security issues, in addition to the practical steps needed for implementing the projects agreed upon including: the typical police station in the capital as well as training policemen to upgrade their standers of performance, as well as other important security issues that will support stability in the country.
