The HoR member, who joined lately, Mustafa Abu Shagour said that the Presidential Council of the Skhirat-signed agreement is made up of regional backgrounds and agendas, which ultimately helped that the upcoming government be a regional-divided one.

Abu Shagour posted on his Facebook page that the PC faced unspeakable hurdles as it was trying to form a new cabinet due to inability to strike accord among its members, as they used regions to justify rejection of the ministerial formation and the decision-making mechanisms proposed in the Skhirat-agreement.

“Time flies and the PC members know that they have to come up with a new cabinet formation that can win the Libyans’ trust and be able to address the crippling crisis and save what's left of the country.” Abu Shagour added.

Mustafa Abu Shagour boycotted the Tobruk parliament sessions since August 2014, but he has recently rejoined it after the signing of the Skhirat agreement on December 17, 2015.
