The Head of the High Council of State (HCS) Khalid Al-Mishri has called on the UNSMIL to put off the Geneva political talks, which are supposed to be held on Wednesday, until military talks end and bring about some progress, saying HCS will decide on taking part it according to the military dialogue's results.

Al-Mishri said in a press conference on Monday that if the UNSMIL insisted to hold the talks before the final results of the military talks, then the HCS won't abide by them.

Meanwhile, the HCS unanimously agreed on suspending participation of its delegation in Geneva-based UN-led political track until some factors are clarified in a session attended by 86 members on last Saturday.

The HCS said the factors include seeing development achieved in the military dialogue, commitment to the Libyan Political Agreement as the only reference for any agreements and the reply of the UNSMIL to the questions of the HCS about the agenda of the political talks, the participants and the mechanism of decision-making at the talks.

UNSMIL said in a statement Monday that a second round of the 5+5 Libyan Joint Military Commission (JMC) talks concluded on February 23 at the Palace of Nations in Geneva in the presence of UN envoy to Libya Ghassan Salame.

"UNSMIL and the two parties prepared a draft ceasefire agreement to facilitate the safe return of civilians to their areas with the implementation of a joint monitoring mechanism under the auspices of UNSMIL and the JMC." It said.

It added that the two parties had agreed to present the draft agreement to their respective leaderships for further consultations and to meet again next month to resume the discussions and complete the preparation of the Terms of Reference of the sub-committees in charge of the implementation of the agreement.
