The Chairman of the High National Elections Commission, Emad Al-Sayeh, said that the announcement of the launching of the second group of municipal council elections would be at the end of January, adding in a statement to the Libyan News Agency that the second group would start for the first time with an unconventional step: registering candidates first, instead of registering voters as usual, attributing this change to the expected momentum and turnout.
Al-Sayeh pointed out that the offices affiliated with the High National Elections Commission faced some technical obstacles during the electoral process for the first group of municipal council elections - but they quickly addressed them after listening to the reports of the heads of the field offices who experienced those challenges closely.
He explained in his statement that this is the first time that the Commission has supervised the municipal council elections, in accordance with Law No. (10) issued by the House of Representatives, noting that the nature of the municipal elections differs from the general elections that the Commission supervised in previous years, which prompted it to adapt its procedures and capabilities to ensure that the electoral process is implemented according to the highest standards, ensuring its integrity and transparency.
Al-Sayeh indicated that despite the Commission’s success in completing the first group of the municipal elections, the second will be more complicated, as it will witness a threefold increase in the number of voters and polling stations, which requires doubling efforts and providing the necessary support to all electoral offices to ensure the success of this national entitlement.
