‎The Libyan Prime Minister Abdul Hamid Dbeibah issued a decision to form a supreme committee for security arrangements headed by the Minister of Interior in his government, Emad Al-Trabelsi,  with a number of military leaders.

The committee will be responsible for supervising the withdrawal and return of all agencies and brigades to their official military headquarters, listing all public buildings, headquarters, service and production sites that are not under the security of the Ministry of Interior to control them immediately, in addition to listing private properties controlled by parties not affiliated with the Ministry of Interior and handing them over to their owners.

‎The decision stipulated the evacuation of all roads, squares and checkpoints from any armed formations not affiliated with the Ministry of Interior. It also stipulated the listing of prisons and subjecting them to the competent authorities and developing an urgent security plan to support the security directorates in the districts.

‎Dbeibah stressed in his decision the need to work to subject all land, sea and air entrances to the competent authorities, in addition to any other tasks assigned to them by the government. The decision gave the committee the authority to evacuate any state-owned headquarters and form subcommittees to follow up on its work, asking the committee to submit weekly reports on what has been accomplished and hand them over to the Prime Minister.

The committee included, according to the decision, the Undersecretary of the Ministry of Defense for Regions and Military Affairs, the Head of the Internal Security Agency, the Undersecretary of the Ministry of Justice for Judicial Police, in addition to the Assistant Chief of Staff of the Libyan Army.

It also included 11 delegates from the Attorney General's Office, the Military Intelligence Department at the Ministry of Defense, the Stability Support Apparatus, the General Security Agency, the Deterrence Agency, the General Intelligence Agency, in addition to the Security Threats, Intervention and Control Department, as well as the Counter-Terrorism Department, and 111 and 444 Brigades.
