The Deputy Head of the Libyan Presidential Council, Abdullah Al-Lafi, announced the launching of a political initiative alongside several political partners under the title "Political Solution Initiative: Incentives and Guarantees."

In a post on his Facebook page, Al-Lafi clarified that the initiative does not include any proposal to divide the country into three regions. Instead, it focuses on introducing a mechanism for the direct election of the Presidential Council by the people.

He explained that the initiative aims to overcome the lack of trust between political parties and dispel fears that any one party might dominate power — a key obstacle to successful elections.

Al-Lafi said that the initiative proposes that the election of the Presidential Council be included in the constitutional framework governing elections. Candidates would compete within presidential lists, with a clear definition of the shared powers between council members and the powers granted to the president.

According to Al-Lafi, this mechanism would establish both constitutional legitimacy and popular legitimacy, thereby strengthening the Presidential Council’s ability to restore Libyan sovereignty.

Regarding local governance, the initiative — which has been presented to various stakeholders — suggests dividing the country into thirteen provinces based on electoral districts or as agreed upon later.

The budget would be equally distributed among these provinces, which would be managed under a decentralized system that grants them full administrative and financial powers.

He also said: "The central government structure would be streamlined with clearly defined and limited powers and funding. This is intended to reduce the burden of centralization and allow the provinces to manage their affairs more efficiently and independently."
