The east-based parallel government has signed a Memorandum of Understanding (MoU) with Kelwa Group and Al-Bayt Al-Ma’mour Company to establish a comprehensive residential city in Al-Abyar, east of Benghazi.
The agreement, signed by investment minister Ali Al-Saeedi, aims to provide modern housing units and full-service facilities, maximizing the region’s investment potential, according to a statement on the ministry’s Facebook page.
The MoU also includes plans to introduce smart city proposals and finalize select residential units beyond Benghazi. Al-Saeedi emphasized that the initiative is positioned as part of a broader plan to stimulate sustainable development and strengthen public-private partnerships within the country.
Both companies have committed to adhering to high global standards in implementing the project. They have also agreed to begin immediate implementation procedures, working alongside the Al-Abyar Municipality to ensure all necessary preparations are in place to commence work on the site.
