‎The rapporteur of the High Council of State (HCS), Belgassim Dabrez, revealed that the Egyptians and the House of Representatives are exerting pressure on HCS members to pass a paragraph on reforming the government or restructuring and unifying it in the final Cairo statement.

Dabrez stressed in media statements the refusal of the HCS to tamper with the government of national unity unless the parallel government headed by Hamad leaves. He considered that the UN mission has exceeded its mandate, which is limited to support and assistance.

Dabrez called for the importance of adopting the constitution at the current stage, especially before the upcoming elections, indicating that the mission does not want to push for its adoption. He expressed the rejection of the HCS for imposing the advisory committee formed by the mission, unless it submits proposals issued by elites to some extent that can be taken into account.

The final statement of the consultative meeting held on Sunday between the HCS and HoR delegations in Cairo confirmed its support for the outcomes of the tripartite meeting held in Cairo under the auspices of the League of Arab States in March 2024, which included the restructuring of the executive authority.
