The Libyan ambassador to the United Nations Taher El Sonni told a Security Council session on Tuesday that the latest clashes in Tripoli aren't the first and expressed worries that they might not be the last, saying the responsibility of the fighting is on those who want to seize power by force, and adding that the victims don't care about who seizes power by force and in an illegitimate manner.

El Sonni said no positive things have happened in Libya since the last session of the Security Council but the situation got worse, adding that people who died in Tripoli clashes "were killed when in their minds they thought they were safe."

United Kingdom's deputy representative to the UN James Kariuki said violence in Libya was a result of two parallel governments, urging for agreement on holding elections and expressing concern over Tripoli clashes, saying there's no military solution to the political crisis in the country.

The US ambassador Jeffrey DeLaurentis said that under former Special Advisor Williams’ leadership, the delegations from the House of Representatives and High Council of State made important progress on elections issues, urging the House of Representatives Speaker Aqila Saleh and the Head of the High Council of State Khalid Al-Mishri to continue their efforts by engaging constructively with UNSMIL and the Special Representative, once appointed, to finalize the eligibility requirements for the candidates running in the presidential elections and commit to an election calendar.

"Libya is on a precipice. We call on all parties in Libya to refrain from violence or from actions that will precipitate violence. We call on those who risk once again being dragged into violence to put down their arms." The US ambassador added.

Meanwhile, Russia's ambassador to the UN reiterated that violence in Libya deepens chaos and disputes, saying the UNSC and its members are responsible for what's happening in Libya as they are focusing only on oil. He added that elections are the only way to end the crisis and that it is necessary to allow Gaddafi regime representatives to take part in governing mechanisms as part of a comprehensive national reconciliation.
