The Head of the Libyan High Council of State (HCS) Khalid Al-Mishri has proposed an initiative to effect a ceasefire, retreat of the attacking forces, amend the constitution, and a timeline for presidential and parliamentary elections.

Al-Mishri's initiative, which he announced on Monday, says there must be an immediate ceasefire after the attacking forces retreat from Tripoli to their previous positions as of before April 04 in return of assurances by Libyan Army forces under the Presidential Council's government command not to enter Tarhouna city after its forces withdraw from southern Tripoli frontlines.

"Thre must be a military no-fly zone with the assistance of the UNSMIL. The fighters of the armed factions should be made regular forces as per laws. The anti-terrorism force should be funded and all security and military institutions should be unified." The initiative proposes.

It adds the constitutional declaration should be amended as per the Libyan Political Agreement by endorsing the third chapter of the governance system as the constitutional foundation for presidential and parliamentary elections.

The initiative indicated that the transitional phase should end with ending the terms of all current political entities after elections that won't be held further than 14 months to come after the House of Representatives holds meetings and then the Presidential Council amends its structure and appoints a separate Prime Minister, in addition to selecting state sovereign potions' incumbents as per Item No.15 of the Libyan Political Agreement.

The HoR and HCS will step in for any absences at the Presidential Council after the elections laws are endorsed, approve the budget, declare a state of emergency or war or end of war and hold meetings as per the request of the Head of Presidential Council or Prime Minister.

The initiative tackled many other issues that included overseeing the implementation of security and economic reforms in the country.

It also proposed measures to put an end to hate media speech and to sign a code of honor treaty for all social communities across Libya, stressing the need for adopting a moderate religious approach that fits the Libyan values.

HCS's initiative called for forming an organization for national reconciliation with the needed committees from all across the country, in addition to adopting measures to show transparency and integrity in the work of the government.
