The High Council of State (HCS) postponed its Monday session to next week due to the lack of quorum.

A source from the HCS confirmed that Monday's session would have discussed the HCS position on resuming dialogue with the House of Representatives (HoR), especially after the joint statement of HoR Speaker and Head of HCS and their agreement to shelve the law establishment a Constitutional Court.

According to the source, the lack of quorum for the session was due to the rejection of many members of the joint statement between Aqila Saleh and Khalid Al-Mishri, as they said  it did not bring anything new because the HCS conditioned resuming the dialogue with the HoR to withdrawing the law to establish the Constitutional Court not halting its issuance.

The rejecting members said that the statement of the HCS and HoR leaderships was a manipulation of their demand, not a response to it.

The source also pointed out that one of the reasons for the lack of quorum was related

to partially lifting the suspension of communication with the HoR in the constitutional track only, while the suspension continued in other tracks until the HoR retracted the decision to establish the Constitutional Court.

It is noteworthy that Al-Mishri and Saleh announced on Friday an agreement not to issue the law establishing the Constitutional Court. They said in a joint statement that the agreement came so as not to conflict with the outcomes of the constitutional basis.

The statement indicated that the agreement between the two chambers was reached after the HCS had rejected the HoR vote on the draft Constitutional Court bill as well as to reassure all political parties regarding the bill's controversy.
