The Speaker of the House of Representatives (HoR) Aqilah Saleh has blamed the UN-proposed government's Presidential Council (PC) for the "failure" of the accord among all parties in Libya and hindrance of the Libyan Political Agreement (LPA)

"The PC failed to do its tasks and dispute is collapsing its structure as rift is widening among its members." Saleh told French Foreign Minister, Jean-Yves Le Drian, in Tobruk.

He added in his meeting with the French FM that the Head of the PC, Fayez Al-Sirraj could not prevail security and control of his government on the capital, HoR Speaker's media adviser, Fathi Al-Maryami said.

"A committee for dialogue will be formed and a new Presidential Council should have one head and two deputies from every region in Libya (Cyrenaica, Tripoli and Fazzan) to be nominated by the elected head of the new PC." Al-Maryami reported Saleh as telling the French FM.

He added that the newly to-be-formed presidential council will appoint a prime minister from outside its members circle, saying that the PM will form a cabinet that will be presented to the HoR for confidence vote, plus removing (Article 08) from the political agreement that has to do with military and sovereign posts.

"The State Council is going to be formed of General National Congress members who were in post in July 07 2012.” Al-Maryami explained.

Meanwhile, Al-Maryami added that Le Drian said he understood the new proposal of Saleh, promising to contact the UNSMIL’s Head Ghassan Salame to bring the Libyan parties together.

Le Drian arrived Monday morning in Libya in a visit aimed at pushing Libyan warring parties to support Paris road map that was announced from France in July.
