‎The Acting Head of the United Support Mission in Libya (UNSMIL), Stephanie Koury, called for speeding up the process of reaching a permanent political agreement, stressing her intention to establish a time-bound advisory committee to deal with thorny issues and present a plan for holding elections.

‎Koury added during her briefing at the Security Council that the purpose of the committee is to share consultations and not to make decisions, calling on all leaders to agree immediately to organize spending for the next year and grant her mission access to all detention centers. She explained that the advisory committee will be formed of prominent Libyan figures and experts in a manner that respects all diversity, noting that the causes of the old conflict remained unresolved, and prevented the existence of permanent governance based on clear relations between individuals and the state.

Koury pointed out that the current framework is the result of Libyan efforts and remains controversial, saying it will not lead to successful elections without some amendments, stressing that unilateral measures have "eroded Libyan entities, and that the recent Central Bank crisis revealed a stagnation in the political process". 

She also said that the current status quo in Libya lasted longer than necessary, noting that the ongoing division over the leadership of the High Council of State harms the ability to implement tasks and is an indication that the Libyan entity is disintegrating and there is no permanent governance project. She also pointed out that reconciliation efforts are constantly being harmed by the political division and the vicious cycle of competition between different armed groups for control and access to resources, which threatens stability.

Koury added that the recent crisis over the presidency of the Central Bank reveals instability and stagnation, adding that there are regional changes and an ongoing economic situation, saying it is necessary to seize the opportunity to achieve a permanent settlement. She also noted that she had presented the mission's plan to the Libyan people last night, which is an initiative to overcome the political stalemate, hold elections, and renew the legitimacy of institutions. She explained that the process presented by the mission is based on goals and principles, including: unity and stability on the ground, preserving Libyan ownership by relying on the current entity, and dealing with spending in institutions.

‎Koury indicated that the success of the political process led by the United Nations depends on political will and the Libyan parties refraining from measures that divide rather than unite. She also stated that arbitrary detention continues in the country despite the progress made in some areas, calling on the Libyan authorities to grant the mission access to all detention centers. She  added that those responsible for the crimes of detention and kidnapping should be held accountable, noting that human rights and protection conditions are among the top priorities of the United Nations, urging the parties to properly manage immigration within the framework of international law.
