The Minister of Local Governing in the Government of National Unity, Badr Al-Deen Al-Toumi, discussed with the Italian Minister of Public Administration, Paolo Zangrillo, prospects for cooperation in the fields of digital transformation, capacity building, development of evaluation systems, and activation of local administration.
The meeting, which was attended by the Libyan Ambassador to Italy, Mohannad Younis, reviewed the aspects of convergence between the Italian and Libyan models in the field of local administration, whether in terms of regulatory legislation or the nature of the relationship between the central authority and local administration units.
"The two sides discussed this as the philosophy of the two models is based on broader powers for local administration units in managing their affairs and their responsibility to achieve spatial development while maintaining a unified state," according to a statement issued by the Ministry.
The meeting saw the development of the broad outlines of the training activities that would be implemented during the coming months with the aim of raising the efficiency of employees in public sector in many fields with a special focus on the uses of artificial intelligence (AI) in public administration and the development of urban planning systems.
The Minister of Local Governing commended the role of the Public Administration School in raising the efficiency of employees in various fields of knowledge required for them to perform their duties. Meanwhile, the two sides stressed the importance of joint cooperation and the need for continuous coordination and communication as well as working to develop a joint plan that ensures the implementation of the agreed-upon projects.
