The Libyan House of Representatives (HoR) failed once more to pass the 2021 budget bill for the Government of National Unity and delayed deliberations for next Monday.

The Speaker of HoR, Aqila Saleh, left the headquarters in Tobruk on Tuesday and the session was canceled, a source said, adding that the rest of the delegation from the Government of National Unity will leave Tuesday night to Tripoli following Prime Minister Abdul-Hamid Dbeibah, who left late Monday.

HoR spokesman, Abdullah Blehiq, called on all members to attend the next session on Monday to discuss electing Libya president from the people directly and the distribution of electoral centers across the country, adding that they are still consulting regarding the budget bill which shall be dealt with on next Monday.

According to statements by certain HoR members, the budget cannot pass the parliament until "the army" - Haftar's forces - are "satisfied", while others said if the Government of National Unity made the needed amendments as per the remarks of the HoR budget committee, the budget will be approved and if not, the HoR will approve a modified budget of less than 57 billion dinars without the emergency spending chapter.

The saga of budget bill deliberations has been going on and on for over a month as the Government of National Unity, which should hold elections in December, loses over 100 days of its interim tenure.a
