A source close to the High Council of State (HCS) said that its members voted in majority (47 Yes - 40 No) on Monday at its headquarters in Tripoli on a proposal to proceed with the tracks of the constitutional basis, sovereign positions and the executive authority all at the same time to resolve the disagreements in the country. The naysayers cited rejection to any dialogue with the House of Representatives (HoR) before achieving the constitutional basis.
Several members of the HCS proposed that the committee concerned with the constitutional track of dialogue would meet in the coming days in Cairo with its HoR counterpart to reach consensus on the constitutional basis.
The source indicated that the HCS would later form another committee with the task of unifying the executive authority to complete the consensus that was reached between the HCS Head, Khalid Al-Mishri, and the Speaker of HoR, Aqila Saleh.
Meanwhile, a meeting was scheduled to take place on Sunday, under UN auspices, in the city of Zintan, between Al-Mishri and Saleh, but the UN envoy to Libya, Abdoulaye Bathily, said that the meeting could not be held for "logistical reasons".
