Egyptian diplomatic sources revealed that a meeting between the Head of Libya's Presidential Council, Muhammad Menfi, and warlord Khalifa Haftar took place in Cairo.

According to the sources, Menfi suggested that if the House of Representatives and the High Council of State fail to reach an agreement on a constitutional basis, the PC will take the reins in the country by declaring a state of emergency, dissolving the two councils, the government in Tripoli, and it's rival in the east.

Menfi's initiative stipulates that he would then form a government of crisis with ten ministers to prepare for an electoral process within six months to a year, ensuring Haftar that military personnel will have the right to run in the planned elections.

The meeting comes amid preparations for a national reconciliation conference aimed at promoting dialogue and bringing peace and stability to Libya.
