The Head of the Presidential Council Mohammed Menfi called on the governor of the Central Bank of Libya (CBL) to commit to his technical role and stay away from politics. This came during Menfi's reception on Wednesday of Governor Naji Issa and his deputy Marie Al-Barasi.
Menfi said in the meeting, which was attended by the governor assigned by the Presidential Council, Abdel Fattah Abdel Ghaffar, that it is necessary to commit to spending according to the state's financial law and according to the 1/12 system (i.e. dividing the last approved budget by 12 and spending the result on the budget items monthly), for the first, second and fourth items, until an agreement has been reached on a unified budget law or temporary financial arrangements.
Menfi stressed the need for the CBL governor not to exceed the legal powers of the CBL's board of directors formed by Presidential Council Resolution No. 22, until a new board of directors is formed by agreement on the person with the authority to form it.
He also hailed Abdel Ghaffar's national role in managing the CBL in the most difficult circumstances, implementing judicial rulings and the people's aspirations to cancel the tax on foreign currency.
The meeting was also attended by the Minister of Transport in the Government of National Unity, Mohammed Al-Shahoubi, who heads the handover committee for the duties of the CBL governor. The handover ceremony of the new governor, Naji Issa, and his deputy, Marie Al-Barasi, took place on Wednesday at the CBL's headquarters in Tripoli.
