The National Commission for Human Rights in Libya (NCHRL) has expressed deep concern over the new video of summary executions by Captain Mahmoud Al-Werfalli of Saiqa Forces of Khalifa Haftar’s self-styled army.

In a statement on Tuesday, the NCHRL strongly condemned what it described as the systematic crimes committed by Al-Werfalli and demanded so-called “the General Command” to dismiss him from service.

“Extrajudicial Killing and summary executions of war prisoners constitute a war crime”, the statement reads.

The NCHRL reiterated its call to the eastern army to conduct an urgent and impartial investigation into such crimes that violate the international humanitarian law and the rule of law and justice in Libya.

Serial killer Mahmoud Al-Werfalli released on Sunday a horrifying footage showing execution of 20 blindfolded captives, the latest in a string of ISIS-style videos.
