Late in March 2016, several Libyans received the UN-proposed government with a lot of hope, wishing that it would help them out of their ever-accumulating problems. However, the people’s hopes were dwindling as the government turned out to be incapable of finding out any solutions for their issues despite all the international political support it had been endowed with. This Presidency Council of the government is still operating from Tripoli's Abusittah Naval Base, an easy location to escape if situations went wrong.

 

Cash Crisis:

One of the issues the UN-proposed government failed to solve is the cash crisis in the country. Most banks in Libya have been suffering from lack of cash for months, which caused an economic and financial crisis in the country and thus badly impacted the daily lives of citizens by having the foods prices rocketed due to the incredible soar the dollar made in exchange of the Libyan dinar in the black market, which reached LYD 4.15 nowadays.   

After all the national and international support the UN-proposed government received, its popularity is still waning day by day as its performance is rendered too weak after failing to find immediate solutions for the crises that people are suffering from steaming up their anger towards the government. The Chief of UNSMIL Martin Kobler admitted that this government has so far failed in the humanitarian and service aspects during his June 12 meeting with President of the High Council of State in Tripoli.

Moreover, the division in the administration of the Central Bank of Libya has caused massive confusion and lack of control on the crisis in addition to lack of solutions for the low living conditions.

 

Outages:

The crisis of electricity, which has leapt past its fifth year to reach its peak these days as the power is cut in all the capital’s neighborhoods for most of the day, in addition to total blackouts in southern Libya. There is a huge deficiency in the energy sector and it is growing bigger on a daily basis amid warnings of deterioration of the whole electricity network in the country. Nevertheless, we find the decision makers in the country urging people to be patient and wait for solutions. This obliged people to buy generators to ease their crisis and thus the capital and most of the Libyan cities started leading a life on the melodic sounds of the generators day and night, which was not the case for Libyans in the past as they used to export the extra power output to the neighboring countries.  

 

Heath Problems:

Health services in most of the public hospitals have been deteriorated. When patients go to public hospitals, they find no stay-in beds, no medicines, and no enough doctors nor nurses as most of them left the country, obliging Libyans to travel for treatment abroad, which costs an arm and a leg.   

 

Closure of Oil Ports:

Libya's oil production is also on the decline. The crisis of shutting down oil ports was orchestrated by militiaman Ibrahim Jodran who pledged allegiance to the UN-proposed government, though he is still refusing to reopen the closed ports.

This crisis caused great losses worth billions for the country, which made the budget of Libya fall back because it relies on oil revenue in 90% of its worth, not to mention the sharp drop of oil prices with the one barrel reaching its lowest price in history recently. Such a situation indicates that an economic crisis is looming leading to the bankruptcy of the CBL, which will be obliged to get loans from abroad in the coming years if oil ports remained on the lockdown and the country remained in downright division. Therefore, the perfect solution for the current economic crises is to reopen the oil ports in order to resume oil production and exportation since oil is the essential asset Libya relies on for economy, knowing that if the oil revenue stopped, Libya’s economy would collapse.

Those were some of the crises that affect the citizens’ lives directly, let alone other crises that affect the future of the country, such finishing a constitution that can organize the political process and protect the rights of all citizens if it was put out for polls and then got approved. In addition, the national reconciliation issue that was shelved by all the governments which came in power, knowing that such a reconciliation can stabilize the country and end the fight.

The Head of the UN-proposed government made a plan that stumbled its way through reality due to his introverted policy and his reluctance to speak to his people, who gave him a huge support. He also spent the last months conducting ceremonial receptions of foreign figures in Libya and traveled to hold meetings with foreign ambassadors and western envoys without informing the public with any of the outcomes of his meetings with the western figures, who framed him into a trusteeship that could be real or otherwise.
