Tobruk Parliament said on Friday that the agreement reached in Skhirat, between its delegation to the dialogue and parliament boycotters on a new transitional phase, is not binding.     

In a statement, the dissolved parliament indicated that its representatives are only entrusted to carry out meetings, not to decide upon any commitment.

The statement reiterated the call for the dialogue team to withdraw and return to the HoR headquarters in Tobruk. It also insisted on obtaining a written answer from the Head of the UNSMIL, Bernardino Leon, to the letter addressed to him by the Speaker of Tobruk parliament on September 06.

In his letter, Aqailh Saleh, requested the UNSMIL to guarantee that the head and the first deputy of the unity government would be nominated by the parliament as well as that the unity government would be given a vote of confidence by the parliament only.” 

Aqilah also requested that the dialogue’s draft, initialled in Skhirat, should be a final and non-negotiable one, asking for more time to study its annexes that must be approved by Tobruk parliament first.

The Head of the UNSMIL, Bernardino Leon, announced in Skhirat on Friday, that an agreement between Tobruk Parliament delegation and Boycotters on addressing Libya’s new transitional phase has been reached.
