The House of Representatives (HoR) has set preconditions to return to the table of UN-sponsored Libyan political dialogue.

In session in the eastern city of Tobruk on Monday, 60 HoR members voted in favour of resuming the political talks with rival institutions to settle the Libyan crisis, but only if preconditions were met.

HoR Speaker Aqailah Saleh said these preconditions are national constants that must be included within the political agreement.

The members demanded that the current Presidency Council be dissolved and a new one with a president and two deputies should repalce it.

They said the three-member Presidency Council shall pick up a prime minster from outside the council and that his cabinet must get a vote of confidence from the HoR before assuming its functions.

The dialogue meetings should be held inside Libya, they requested.

The members also want to reshuffle Tripoli-based High Council of State to include former GNC members who were elected in July 2012 elections.

The Libyan political agreement signed in Skhirat in December 2015 states that the High Council of State should be made up of members of the General National Congress who enjoy sound membership at the date of signing the agreement, which means that the members, who quit the GNC in 2014, are not entitled to join.

Clinging to their previous demands, the members requested that article 8 of the political agreement be deleted, an attempt to pave the way for rogue General Khalifa Haftar to command the Libyan army.

According to article 8, the Presidency Council shall assume the functions of the Supreme Commander of the Libyan army.

Last month, the House of Representatives voted by a majority of members to revoke the Libyan political agreement in reaction to the clashes in the oil crescent region.
