The UN envoy to Libya Ghassan Salame said there is no harm in amending the Skhirat agreement that formed the current "Government of National Accord" and its Presidential Council on the condition that it remains the main foundation for any political process until it is replaced when elections are held and the transitional phase ends.

Speaking to London-based Asharq Al-Awsat newspaper, Salame said the whole complications started after efforts to amend the political agreement and the High Council of State and House of Representatives were trying to carry out those amendments with support by the UNSMIL as well as Paris, Palermo and Abu Dhabi principles.

He indicated that Germany is preparing to host an international conference on Libya under the auspices of the UN and that all stakeholders are invited to attend the conference, saying all countries are now convinced that the only solution to the Libyan crisis is political and that the political process should be revived, which would help support the efforts to be put in the international conference, referring to progress made at two preliminary meetings held in Berlin and the ministerial meeting on the sidelines of the UN General Assembly.

"We are trying to end the war that caused hundreds of thousands to leave their houses, killed and injured hundreds and worsened economic conditions. Libya was about to go through a comprehensive political process at the National Conference." Salame remarked.

Salame said that after six months of the Tripoli fighting, there is now some sort of military stalemate and frontlines remain the same except the retaking of Gharyan by Libyan Army forces under the Presidential Council's government command.

"The international community is convinced that there is no military solution to the Libyan crisis." He added.

The UN envoy to Libya renewed warning that Libya could be the place for a proxy airpower war for regional countries.
