The United Nations Support Mission in Libya (UNSMIL) on Tuesday released a report containing the recommendations of the Advisory Committee, which includes 20 Libyan figures, aimed at resolving contentious issues hindering progress toward elections.

The report—compiled after more than 20 meetings held in Tripoli and Benghazi—presents options to address disputed points related to the electoral process, including the connection between presidential and parliamentary elections, candidate eligibility criteria, voting rights, and the electoral appeals mechanism.

According to the Mission’s statement, the proposed options include four potential pathways that could serve as a roadmap toward elections: holding presidential and parliamentary elections simultaneously, conducting parliamentary elections first followed by the adoption of a permanent constitution, adopting a constitution before holding any elections, or forming a political dialogue committee.

The UN Secretary General’s Special Representative in Libya, Hanna Tetteh, emphasized that the report marks the starting point for a comprehensive national dialogue. She called for the participation of all parties in the political process, stressing the importance of addressing the needs of the Libyan people.

Meanwhile, UNSMIL plans to launch public consultations to gather feedback from Libyans through surveys targeting all segments of society. This initiative aims to enhance transparency and ensure effective public participation in the electoral process.
