US ambassador, HNEC head discuss electoral preparations

US Ambassador to Libya Richard Norland reiterated that Washington attaches great importance to reaching an agreement on a viable constitutional basis and on presidential and parliamentary election laws by July 1, 2021, in order for the High National Election Committee (HNEC) to adequately prepare for December 2021 elections.

Norland stressed, during his meeting with the HNEC Head Emad al-Sayeh, in the Tunisian capital on Tuesday, that the United States believes that if the House of Representatives is unable to reach a consensus on these issues, the Libyan Political Dialogue Forum (LPDF) must fulfill its role according to the roadmap so that elections can take place by the LPDF’s agreed-upon December 24, 2021, electoral timeline.

According to a statement by the US Embassy, Norland discussed with the Al-Sayeh the importance of electoral security, space for civil society to engage in voter education activities, and for candidates to be able to campaign freely.

"The United States supports full participation by all eligible voters — men and women, the disabled, and members of minority groups alike," the statement read.

The embassy emphasized that the US appreciates its partnership with the High National Elections Commission, confirming that it is an independent institution capable of conducting free, fair, and transparent elections for the Libyan people.
