UN envoy to Libya Abdoulaye Bathily

The UN envoy to Libya Abdoulaye Bathily said in a briefing at the Security Council on Tuesday that the existence of a unified government agreed upon by all Libyan parties had become a must in order to lead the country toward elections.

Bathily confirmed that all Libyan leaders had agreed to amend the electoral laws, noting that he urged the 6+6 committee to expedite the completion of the laws, revealing that the UN Support Mission in Libya was discussing the possibility of holding a meeting of the main political parties in Libya to reach a political agreement on contentious issues, and that he was working with the Head of the Presidential Council to consider the possibility of holding negotiations between the Libyan leaders and the main parties.

Bathily also warned that the absence of a comprehensive political agreement that would pave the way for holding elections in Libya could contribute to the deterioration of the situation in the country. Bathily added that he had warned Libyan leaders to avoid unilateral steps at all costs, asking them not to use public funds in elections.

The UN envoy hailed the efforts of the Presidential Council in national reconciliation and preparation for the National Reconciliation Conference at the end of this year, stressing that Libya needed to close the page of internal division and that Libyans wanted to elect unified institutions.

Regarding the recent clashes in Tripoli, Bathily said that the fragile stability prevailing in Tripoli was shattered when armed clashes erupted between the Special Deterrence Force and 444 Brigade, calling for the punishment of armed groups and security parties that commit violence against civilians.
