The Secretary-General of the United Nations (UN), Antonio Guterres, said that he has faced difficulty in achieving international agreement in naming a new UN envoy to Libya.
He has, however, expressed his optimism that progress could now potentially be made after the “unilateral” announcement of a cessation of hostilities in the country.
