The Libyan telephone company, Hatif Libya, announced the disruption of all services of the cellular phone companies Almadar and Libyana in Imsaad town, east Libya, on Sunday. The company said Imsaad will be affected most with Almadar coverage being affected in some other areas east of Tobruk. The lack of coverage is being reported as due to illegal excavations carried out by a citizen. The company said in a statement that coverage is affected due to damage inflicted on the fiber optic cable 5.617 Km from Tobruk.  It also confirmed that work is underway by network technicians and engineers to repair the damage and restore communication services to their previous state.

The committee tasked by the Presidential Council to follow-up and executes the agreement made between Tawergha and Misrata held their first meeting in Tripoli on Sunday. The meeting was headed by the Minister of State for Displaced Persons, Yusuf Jalal, and included the Minister of Local Governance, Badad Qansu. The participants agreed to follow-up the implementation of financial procedures for reparation to those affected. The committee will visit Tawergha to determine the status of infrastructure and service this week. These steps come in preparation for the return plan for Tawerghan IDPs as scheduled for the beginning of next February.

The member of the Libyan Constitution Drafting Assembly (LCDA), Nadia Omran, stated that the draft referendum law voted on by the High Council of State (HCS) came as a result of the continued communication by members of the LCDA with members of the HCS to indicate the risks that will result from holding elections before a referendum on the draft constitution. Omran also stated in a press statement on Sunday that the House of Representatives, in accordance with the constitutional declaration, is obliged to issue a referendum law and can not invoke the judiciary for not issuing the referendum law because the ruling issued by the court in Bayda is a temporary suspension, not a ruling to cancel or bypass the referendum.

Jadu Municipal Council has begun work on a new pipeline project to supply the town and neighbouring areas with water after the old water line has become unusable. Mayor, AbdelSalam Amaref, said in a press statement on Sunday that the municipality finished drilling ten wells south of the town. He added that a new line is being dug to reach these new wells in the town instead of the northern line, which is worn out. Amaref went on to say that the project was carried out by the voluntary efforts of local residents, and partly by the budget of the Jadu Municipal Council, which was allocated by the Presidential Council, indicating that the depth of the wells reached 750 meters.

The head of the Red Crescent Society Benghazi branch, Qais Fakhri, said that the emergency team of the association recovered 18 bodies from the vicinity of the Baladi Hotel and Sidi Khrebish areas of Benghazi city. He added that the bodies were transferred to the morgue of Benghazi Medical Centre to take the necessary action towards identification and burial in official graves, pointing out that this task is the first of its kind for the Red Crescent in Benghazi after completing training in Tunisia.

The High National Elections Commission announced on Sunday that the number of new voters has reached 251 thousand since the 6th of December and until the 30th of the same month. It stated in an official report on Facebook that the total number of registered voters amounted to 1 million and 761 thousand. The Commission announced earlier this month that they are opening the door of registration to voters for the purpose of updating the electoral register and receiving non-registered citizens, and to shorten the time allotted for registration in preparation for the date of elections scheduled for this year.
