The National Security Advisor Ibrahim Bushnaf submitted a proposal to solve the constitutional crisis in Libya and presented it to the Un envoy Abdoulaye Bathily, according to what he announced on Friday.

Bushnaf proposed in a letter to Bathily to form a working group from the Libyan National Security Council, and the experts of the UN mission with the Constitution Drafting Assembly to draft the constitution in order to approve the required constitutional amendments to the draft constitution approved by the Constitution Drafting Assembly."

The proposal includes presenting the draft - after amending the controversial points in it - to a popular referendum after obtaining permission from the House of Representatives and the High Council of State. 

Bushnaf's proposal also suggests the possibility of postponing the referendum and adopting the amended version of the constitution by the House of Representatives and the High Council of State in conjunction with the Assembly to draft the constitution as an interim constitution for Libya for ten years, then the amendment or the establishment of a new constitution for the country.

He indicated that the Libyan National Security Council assigns a working group to study the draft issued by the elected Assembly tasked with drawing up a permanent constitution for the country, studying concerns and objections from some components of society, and identifying articles that could be amended, as it was proposed to amend them in accordance with the draft Cairo agreement between the two chambers. He expressed his confidence that the Assembly would respond to the demands of amending some articles based on the national orientations of its members and their keenness to hold a referendum on the constitution as soon as possible. 

The proposal stressed the need to work on devising a permanent constitution for the country, to start establishing the state and its institutions, organizing constitutional and legal relations, guaranteeing rights and freedoms, and achieving the basic pillars for building state structures in order to grant legitimacy.
