The Head of the Presidential Council (PC), Mohamed Menfi, says that Libya will remain 'the land of all Africans' as he highlighted that the immigrant population is being well treated and has access to various service work in the country.
As the Second Vice-President of the African Union (AU), Menfi said in his speech before the 15th Extraordinary Summit devoted to the humanitarian situation in Africa that achieving continental benefit and contributing to solving the humanitarian problem due to illegal immigration can only be achieved by supporting all endeavours in this direction.
He identified the illegal border crossing as one of the utmost concerns for transit and destination countries and emphasized the need for combining efforts to address the humanitarian crises emanating from displacement and illegal immigration.
Such crisis Menfi said, "requires durable solutions reflected through the regional and continental role in sharing responsibility, and not placing financial and humanitarian burdens on one party alone."
Another step in the quest for a solution involves implementing outcomes of previous summits with European partners, as the PC head put it.
He called for reconsidering the conditions for regular immigration in terms of numbers, occupations, and professions.
In this context, Menfi requested the bloc to accelerate the activation of the African Humanitarian Agency, as he expressed his confidence in the capability of the agency to resolve the migration problem in Africa without interfering with any bilateral initiatives between source countries and partners that address the root causes of migration.
In conclusion, he highlighted Libya's long-standing contribution to solving the problem of migrants by disbursing millions of dollars from the state budget, stressing that it will continue its support to address this file until facilitating the return of migrants to their countries or their settlement in a third state.
"Libya continues to perform its humanitarian mission despite the difficult and exceptional circumstances it is going through by providing necessary and urgent services. Also, it continues to provide protection and facilitate arrangements for voluntary deportation of illegal immigrants," Menfi added.
