The United Nations Mission in Libya (UNSMIL) announced that the heads of the Audit Bureau in Tripoli, Khaled Shakshak, and in Al-Bayda, Omar Abdrabboh, reached an agreement during a meeting held Thursday in the Tunisian capital, laying out a roadmap to end the division of the oversight institution that has persisted since 2014.

According to a statement from UNSMIL, the meeting, attended by Stephanie Koury on behalf of Acting Special Representative Hanna Tetteh, resulted in an agreement on concrete steps to unify the Audit Bureau’s work plan and its annual report.

The agreement, attended by representatives from the World Bank, also includes a commitment to unify the organizational structures of the two branches and to form a joint technical committee tasked with developing a detailed implementation plan.

Koury stressed that unifying the Audit Bureau is “not merely a technical step but a strategic necessity to enhance economic and financial governance in Libya,” particularly given the financial challenges and anti-corruption efforts underway.

She also underscored the importance of maintaining the independence of oversight institutions and shielding them from political interference and the influence of armed groups, emphasizing the need for the unified Audit Bureau to adhere to principles of integrity, transparency, and accountability to ensure Libya’s resources serve all citizens.
