Several members at the Tobruk-based House of Representatives (HoR) confirmed that Monday's session was delayed due to the lack of quorum, just like last week.

The HoR was supposed to discuss the inclusion of the Libyan Political Agreement in the constitutional declaration, which has been on the table for so long.

Meanwhile, sources from Tobruk reported that the reason there were so many HoR absent members last week was due to the bad weather conditions that prevented some flights from taking off on time, yet they gave no reasons for Monday's absence.
