The President of the High Council of State (HCS), Khaled Al-Mishri, presented on Monday a roadmap to resolving the Libyan crisis to the Chairwoman of the Russian Federation Council, Valentina Matviyenko during his visit to the Russian capital Moscow.

"The solution is to hold a referendum on the constitution and parliamentary and presidential elections," Al-Mishri said.

For her part, Matviyenko praised the draft roadmap prepared by Al-Mishri considering it as a good starting point for a way out of the crisis and for establishing stability, according to HCS Information Office.

The two sides discussed the UN-backed National Conference to be held under the auspices of the UN mission in Libya, stressing on the importance of providing guarantees that the forum would not pave the way for a military rule, as well as developing joint coordination by building effective communication between the committees of the two sides.

Al-Mishri met Sunday upon his arrival in Moscow with the Russian Deputy Foreign Minister Mikhail Bogdanov, where he emphasized the need for Russia to stop dealing with parallel institutions in the country, saying that the process of printing the Libyan currency in Russia had caused severe damage to the Libyan economy.

He also stressed the importance of implementing Security Council resolutions regarding the arms embargo to Libya.
