The ten-year plan presented by President Joe Biden's administration to Congress for conflict countries "is based on constructive partnerships and creating community-level programs," says the US special envoy Richard Norland, indicating that such programs support the Libyans aspiration to achieve stability, accountability, and responsible governance.

He said the initiative confirms Washington's commitment to stand by the Libyan people and support progress towards a unified, democratically elected government capable of delivering public services and promoting economic growth in all fields.

On Friday, Biden referred to Congress his ten-year plan concerning the US strategy for preventing conflict and for promoting stability in several respective countries, including Libya.
