Western experts and diplomats exchanged with the Board of the High National Elections Commission (HNEC) a number of proposals aimed at strengthening the internal capabilities of the HNEC and enabling it to work and implement elections professionally, especially electing members of municipal councils, as well as starting the process of electing trade unions, federations and professional associations.

The HNEC said that its Chairman, Emad Al-Sayeh, met in Tripoli on Monday with a delegation from the US Embassy, the US Agency for International Development (USAID), advisors to the United Nations Support Mission in Libya, and the Director of the Office of the International Organization for Electoral Systems (IFES), in the presence of members of the HNEC's Board.

The HNEC explained that this meeting comes within the framework of reviewing the electoral activities that it is working to accomplish, and learning about the challenges facing it in order to complete the electoral legislation and laws referred to it.

At the beginning of the meeting, Al-Sayeh reviewed the work in progress of preparing to launch the process of electing municipal councils, as well as starting the process of electing trade unions, federations and professional associations, referring to Resolution No. (57) of 2024 regarding the adoption of the voter registration list based on what was stipulated in the election laws prepared by the “6+6” joint committee regarding the election of the National Assembly and the Head of State.

The meeting saw a discussion on the executive plans drawn up by the HNEC, and estimated resources and material needs. It touched on a number of difficulties and challenges that the HNEC faced in exercising its powers in accordance with the legislation in force, and the measures taken by the HNEC in order to limit the negative impact of those difficulties.
