Customs Authority

The Customs Authority has announced that all exporters and importers must now register their shipments through the Advance Cargo Information (ACI) system before shipping goods to the country.

The new system -in place since July- is aimed at enhancing security and streamlining trade processes.

In a directive issued to exporters, importers, and their legal representatives, the authority emphasized that goods would only be allowed into Libya with prior registration and the necessary documentation.

The move follows a decision by the Government of National Unity, which activated the pre-registration system under Decision No. 431 for 2023. The ACI system ensures that information about cargo is available before it departs from its point of origin, allowing Libyan authorities to monitor shipments and assess risks before they arrive.

The system is expected to enhance security measures, improve supply chain efficiency, and support efforts to facilitate trade within the country’s ports.
