Libya's ambassador to the United Nations, Taher El Sonni, described the briefings of UN envoys and representatives of member states in the Security Council on Libya as news bulletins that convey what is happening without providing solutions.
He said in a briefing at the Security Council session on the situation in Libya: "The specter of armed conflict is looming again on the horizon, and the stability that has been achieved, even if it is relative, may collapse at any moment."
"What is the position of this Council? How long will the briefings remain news bulletins that convey what is happening without providing solutions?" He asked.
El Sonni criticized the lack of agreement on appointing a new UN envoy and the position remaining vacant for more than four months, despite the fact that the decisions and statements of this Council call on the United Nations to play an active role and mediate to find practical solutions to the Libyan crisis.
"The international leadership of the solution under Chapter VII has not succeeded, and you have not left the Libyans to lead the solution themselves! What do you expect to happen... other than what has happened now?" He said.
He considered that the only solution lies in supporting the will of Libyans to unify state institutions and end the division and all fragile transitional stages, through free and fair presidential and parliamentary elections. He pointed out that any future political path must be built on what was previously agreed upon, and any points of disagreement must be addressed, with a viable roadma, and specific time frames, leading to transparent and fair general elections under direct international and UN supervision.
El Sonni also called for a mechanism for transparency and justice in distributing resources and wealth to all regions of Libya, away from centralization and without any marginalization, noting that these policies must be among the priorities of the upcoming national dialogues so that they lead to a permanent consensus on the country's economic system.
