‎Libya's ambassador to the United Nations, Taher El Sonni, called on the Security Council to apologize to the Libyan people for the procrastination and delays as well as for putting them in "a vicious circle without any solutions".

In his speech on Monday, El Sonni called on the Security Council to take a firm stance against some attempts to widen the institutional division through unilateral measures and some countries' attempts to impose external dictates on the Libyan people.

He said that the Libyan people are tired of producing temporary executive authorities whose legitimacy is challenged every time, and the absence of a permanent constitution that outlines the features of the state, its foundations and the nature of its governance.

El Sonni also called on the Security Council to take a decisive decision, work to unify the military institution under civilian leadership, prepare the conditions for elections, and support the state's control of weapons and a permanent constitution.

He questioned the extent of the Security Council's real intention to resolve the crisis in Libya, calling for providing the appropriate conditions to complete the electoral process and the political track.
