The US State Department, in its 2023 annual terrorism report, highlighted a notable improvement in Libya’s security situation. It stated that terrorist organizations such as ISIS and Al-Qaeda in the Islamic Maghreb have been unable to regroup or exploit the political stalemate in the country. According to the report, these groups are in a diminished state in terms of numbers and capabilities, with no territorial control inside Libya.
The report further noted that no major terrorist incidents were recorded in Libya throughout 2023. The authorities in the west and east of the country conducted counterterrorism operations in areas under their respective control.
While acknowledging these advancements, the report warned that terrorist groups remain a threat within Libya and called for an updated national counterterrorism strategy. It also noted that divided security institutions in the country limit joint cooperation.
The United States has kept Libya at Level 4 on its travel advisory list, citing broader security issues, including human trafficking and ongoing political instability.
