Sources close to the High Council of State (HCS) said a delegation headed by the member Ahmed Langi is going to meet with the Speaker of the House of Representatives (HoR) Aqila Saleh in Cairo on Tuesday to resume talks kicked off Monday about the crises in the country, including oil installations.
The sources added that the delegation met Monday with Saleh’s advisors and discussed four points: uniting the National Oil Cooperation (NOC) reviewing Central Bank conditions, settling down sovereign posts’ appointments as per the political agreement, and the executive authority as well as forming a national unity government that would pave the way to for democratic elections in the country.
News outlets reported Monday that talks failed in Cairo and that Tuesday’s meeting would be cancelled, saying the reason was the fact that the demands of Saleh’s advisors were too high and that they insisted to move the NOC to Benghazi and to adopt the appointment of Mohammed Al-Shoukry as central bank governor as well as Haftar as the army commander in chief and Al-Nathori a chief of staff.
Several HCS members, meanwhile, told reporters that the meeting in Cairo is an individual initiative and that the HCS did not pass a decision to have such a meeting.
The HCS’s Head Khalid Al-Mishri told reporters two days ago that any initiative for a solution to Libya’s crisis should stick to the Libyan political agreement and the Paris declaration of principles, adding that the HCS won’t agree with any actions away from those two agreements, without denying or confirming whether or not the delegation in Cairo is officially appointed.
