The House of Representative member Abdel Moneim Al-Arfi has stated that the Speaker of the HoR has refused to attend any upcoming sessions until the electoral laws issued by the House are implemented, which includes the condition for forming a new government.

He said the UN envoy to Libya has not presented any initiative to the Parliament related to laws or anything else so far, indicating that the Council has not expressed any positive position regarding electoral laws and its position is still unclear.

Earlier, sources close to the Parliament's Speaker Aqila Saleh mentioned his intention to boycott the House of Representatives as a means of exerting pressure on the United Nations mission and the international community to work on implementing the election laws that were approved by his council unilaterally without referring to the High Council of State.
