The national association for municipalities said internal and external factors are affecting the performance of the municipal councils, adding in a meeting in Tripoli on Saturday that some factors include security and political will.
The association added that the fact that the government did not provide the budget for the municipalities had a bad impact on the future plans of their performance, adding that efforts must be exerted to reshuffle the municipalities so they can operate effectively.
