‎The UN Secretary-General Antonio Guterres issued a report covering the period from 9 August to 4 December, urging Libyan leaders to engage constructively in the UN-facilitated dialogue aimed at resolving differences and holding elections.

Guterres stressed that unilateral measures would further undermine Libya’s unity and sovereignty, deepen the political stalemate, and distract from unifying institutions. He said that holding general elections is essential to restoring the legitimacy of key state institutions.

Guterres also expressed concern about the ongoing dispute between the House of Representatives and the Supreme Court over adjudicating constitutional issues, stressing the need to preserve the independence of the judiciary. He pointed out that the long-standing dispute within the High Council of State undermines its unity, urging the leaders and members of the Council to find a solution consistent with the political agreement.

Regarding the security and military file, Guterres stressed the importance of the Joint Military Commission (5+5) and the relevant Libyan parties redoubling their efforts to unify security and military institutions and maintain the ceasefire.
