The Minister of Local Governing in the Government of National Unity, Badr Al-Deen Al-Toumi, and the Minister of Decentralization of Djibouti, Qassim Haroun, signed a memorandum of understanding (MoU) in the field of local administration.
The signing ceremony took place in Tripoli on Wednesday, in the presence of a number of ministers and government officials. The MoU aims to activate the frameworks of joint cooperation between the two countries in the field of local administration, and to develop capabilities and exchange experiences between specialized training centers in the field of local development by preparing training programs for leaders and cadres of local administration in various specializations related to local affairs at the level of employees in various sectors of local administration in the two countries.
The MoU also stipulates the organization of joint international conferences and workshops in the fields of decentralization and local administration, the exchange of visits between the training centers of the two countries to learn about the different experiences in the field of providing services related to local affairs, and the establishment of a permanent mechanism for cooperation between the two parties by forming a permanent joint committee between them to consolidate fruitful and continuous cooperation and consultation.
The MoU says its powers are determined in accordance with the principle of joint cooperation, the consolidation of the principle of decentralization, the achievement of sustainable local development, and the achievement of the goals of the development plan in light of the 2030 Sustainable Development Agenda.
The Djiboutian Minister visited a number of sectors of local administration in the capital, Tripoli, to see the Libyan experience in the field of local governance and decentralization, and to exchange experiences and replicate best practices that can enhance the effectiveness of local administration in the two countries.
